Congresswoman Eleanor Holmes Norton, D-DC, has served in Congress since 1991. She is a non-voting “delegate” from DC, which does not have voting representation in Congress. Since 1994, Norton has been sponsoring legislation calling for nuclear disarmament and conversion of resources to human needs. She came to Congress as a national figure: a civil rights and feminist leader, a tenured professor of law at Georgetown University, a board member at three Fortune 500 companies, and the first woman to chair the U.S. Equal Employment Opportunity Commission.
