As the result of a successful referendum campaign in the early 1990s, Congresswoman Eleanor Holmes Norton of Washington, DC, has introduced a bill in every session of Congress since 1994, on behalf of her constituents, calling for the abolition of nuclear weapons. Since the adoption of the Treaty on the Prohibition of Nuclear Weapons (TPNW) in 2017, the Norton Bill has explicitly called on the United States to sign and ratify the Treaty  and to begin dismantling its nuclear arsenal as soon as it is clear that other nuclear nations are also doing so.

H.R.2850 – The Nuclear Weapons Abolition and Economic and Energy Conversion Act of 2021

calls on the US government not only to eliminate its nuclear weapons but to use all the financial and human resources currently going into the development, production and maintenance of these weapons to instead be used to address the climate crisis and other pressing social needs.
